Paul Ryan Budget Puts House In Play

Republicans clamoring for presumptive presidential nominee Mitt Romney to tap Wisconsin Rep. Paul Ryan, author of the controversial budget plan that would privatize Medicare, as his vice presidential candidate might want to think twice: their House majority could be at stake.

A new Democracy Corps/Greenberg Quinlan Rosner survey of 1,000 voters in the 56 most competitive GOP-held districts finds Democrats improving their party brand and performing far better than they did during the disastrous 2010 midterms. The numbers also show the GOP losing ground among key demographic groups, including senior women, suburban voters, and moderates; the party’s image has taken a beating as state and national leaders have tried to pass harsh anti-abortion laws and reduce access to contraception.

But the real threat might be Ryan’s budget, which the Republican-controlled House passed a revised version of late last month:

Many of the proposals in this newest Ryan budget are deeply unpopular, leaving Republicans vulnerable to attack, particularly on taxes, Medicaid, Medicare, cuts to anti-poverty programs, and health care. Republicans do well when they describe their budget as a plan to “save Medicare,” but the bulk of their proposals misinterpret voters’ enthusiasm for fiscal restraint. While the Republican plan lays out deficit reduction as an end in and of itself, voters see deficit reduction as a means to protect the programs they rely on and care about most. Any budget that eliminates these programs in order to tackle the debt has deeply misunderstood voters’ priorities.

The result is that after voters hear a neutral description of the budget and a balanced debate between Republican arguments for the budget and Democratic attacks against it, the vote shifts a net 9 points, from a six-point vote margin for Republicans to a three-point advantage for Democrats. Importantly, those who shift include key blocs of voters that will be essential to the outcomes in these districts in November.

Voters in these districts have polarized along gender lines, with Democrats gaining ground among women, particularly unmarried women, while Republicans pick up support among men. This movement is notable in light of the recent Republican focus on contraception.

Perhaps most notably, Republican redistricting, which was supposed to buttress their control on power, could be backfiring. The poll found that in 14 competitive districts, the new lines are less favorable than the old ones to Republican incumbents.

It seems unlikely, however, that party leaders will change their minds on the policy — or politics — of the Ryan plan before November. Their presumptive presidential nominee, Mitt Romney, embraces it wholeheartedly, and has even made noises about putting Ryan on his ticket. For all the reasons that it alienates the center of the electorate, the Ryan plan excites and energizes the Republican base, which Romney will need fired up to have a shot at victory in November.

And this is the right kind of reason to lose a majority. Not scandals, which are only specific to that legislator. Not ‘it’s taking too loooong’ for a policy to work. It is a rejection, by the voters, of their platform, position, and policies. It says, ‘maybe we thought we wanted what you were going to do until you did it…maybe we only wanted some of the things, but not THIS, or even ‘we weren’t really voting you IN, we were voting the other guys out, because they were taking too looong, but damn, looks like you don’t really VOTE anyone out, just other people in, and we don’t want YOU’. This says…if you run on this, now that they KNOW you run on this, and they know it, the voters DON’T WANT IT. No matter what the people in your little echo chamber have been telling you.

I agree with you, but I am afraid of the significant number of voters who’s choices are driven by emotional issues, like religion and the fear of the non-existent war on our freedoms, who have and will continue to vote against their own economic and social best interest. If one were to look at the situation logically, Romney and the GOP in Congress should have no chance. But I would not start cooling the champaign just yet.

I don’t know where you get that 49% figure, or even what “dependent on the Government” means in the context of your statement, but I think it’s time someone sorted you out, PaulCindy – or least made the effort (I know how intractable you wingdings can be).

Let’s begin by examining the Repugnican myth that people on welfare are living lavishly while lounging lazily. And let’s stipulate that there is a small segment of the poor population that is taking advantage of Uncle Sugar’s generosity. You’d have to be very naive not to understand that there will always be those who will attempt to game the system. I don’t care what the system, process or endeavor, there will always be a cadre of liars, cheats, thieves, lazy bastards, what have you, trying to find the path of least resistance and get something for nothing. Not only is that a natural phenomenon, but it’s inspired at all levels of our society by those liars, cheats, thieves and sundry other greedy bastards who feed at the top of the food chain (like politicians, corporate executives, bankers, and others of their ilk). The scum at the top are role models for the scum at the bottom and. Even so, as we all know, a man with a business degree will steal more money than any man with a gun.

Be all that as it may, the solution to corruption is not to tear down the safety nets which have been providing some measure of dignity to our poor and elderly for several generations now (as Paul Ryan’s budget would seek to do). The solution is to fix systemic problems, by enacting more sensible controls where needed and insisting on compliance by everyone engaged, including, most importantly, the bureaucrats who administer the various programs. And we need to prosecute those who fail to comply.

The ranks of the poverty-stricken in this country have swelled in recent years to upwards of 50 million (one in 6 or 7 of our citizens now lives in poverty), and we have eight years of irresponsible Repugnican governance and George W. Bush to thank for that – not Barack Obama.

Even as cynical as I am, I prefer to believe that the vast majority of those poor people are doing their best to be responsible citizens within the context of surviving in a world becoming increasing less sympathetic toward them. Moreover, I think it’s safe to say that most poor folk work a helluva lot harder than those of us who are better off. They are, in the main, out of bed early and back in bed late. Up early to serve us our newspapers and McMuffins, and up late working multiple jobs so as to have any shot at the so-called “American Dream”.

Your suggestion that these people who live at the lower strata of our society don’t pay taxes is breathtakingly ignorant. They pay taxes on every hour they work; they pay taxes on every gallon they pump; they pay taxes on everything they need to survive (with the exception of food in most states, I presume). They pay a variety of state and municipal taxes, so as to be able to have a place to live and send their kids to school. The poorest may not pay Federal income taxes, but by and large, they pay more taxes (as a percentage of income) than do most of us who are still fortunate enough to reside in the middle class, and certainly more (as a percentage of income) than those who are living the good life.

Contrary to what you say, this argument certainly is about class warfare, and the fight’s been brewing for more than three decades – since “that tired old man we elected king” implemented trickle-down economics. But more than that, this is about American ideals. And anyone who doesn’t think we should be asking more of our privileged citizens, and doing more to help the most unfortunate among us is neither a partiot nor a Christian. These days, we call that person a Republican.

I am amazed at how the misinformed continually spew onto these pages information cranked from FOX sound bytes. Somehow they miss the point that corporate farmers and oil companies receive enormus government subsidies; corporations and the very wealthy receive tax breaks that amount to sizeable government payments and the congressional leaders who are working diligently to destroy our way of life in order to curry favor with the wealthy, get GOVERNMENT paychecks and superior health insurance for their families and themselves for life – and this even if they only serve ONE TERM. I am 70, unemployed and receive a Social Security check from which they take tax. I need Medicare and Medicaid yet there have been people responding on these pages, who I guarantee you need Social Security, Medicare and Medicaid, screaming in support of Republicans who want to end these programs while they put more money in the pockets of rich Wall Street bankers and corporations that have shipped our jobs to China and other countries to avoid paying their fair tax share. Its the equivalent of coming upon a man raping your wife and then holding her down while he completes the act. I have no idea what kind of drug you can give a human being that allows him to forego self preservation, but too many Americans have obviously overdosed on it. And that’s why banging heads with Repugnicans is so damned frustrating! As you implied, it’s virtually impossible to communicate on any intellectual plane with any conservative “thinker”. What was that old advertising tagline, “forty million Frenchmen can’t be wrong”? It only takes one Repugnican to contradict that expression.

Thank you CrankyToo and Avon Bellamy. I was beginning to think there were no clear-thinking intelligent people left in our country. I’m 73 and retired. Like you folks, I need Medicare and Social Security just to hang onto the edge of a middle class life. After working full-time from the day after high school graduation until I was a year and a half beyond full retirement age, I refuse to feel guilty for receiving my “entitlements.” Republicans like Paul Ryan have absolutely no clue as to what would happen if they are successful with their plans. Nor do they care.

Yes you are correct. I know alot of those people and they think fox cable news is all truth. There was an articale I read that stated there was a study that is starting to prove thant the true conservitives are from the mid west and the south. Makes me think sbout the guys in gray uniforms may br living today. The evangelicals are leading the charge that is the south and midwest who for generations have been raised to be very Consevitive republicans. Not all people in those areas are republicans,so they are being targited by them,voting etc. Christens must try to be as much as possible like Jesus Christ,which means we all should care about the poor,underprivaliged,disabled,of different color,race,gender,etc. This would mean being a non-partison ciizen who feels and cares about this. If Jesus was to come today and he was to be asked what he would support,it would be his love and that means caring and loving what this means. He would be a non partison not anything else. You should study the detail of what drives the deficits . Obama’ share is less than 15%. The Bush era programs still account for just over 40% and the rest are defense and other programs long on the books. If you think the Ryan plan, which by the way calls for just about 1% less in expenditures than Obama’s, yet provides more tax breaks for the wealthy, is some sort of silver bullet, it doesn’t do a thing to reduce the debt. In fact it increases it pretty much the same.

I know I’m wasting time here but the greatest % of the debt came courtesy of George Bush, who came into office inheriting a surplus from his predecessor Bill Clinton. Like your hero Ronald Raegan he matched the debt of all the previous President’s combined. How did he accomplish this ? Well he first ignored the warnings of the Clinton administration (see the testimony of Richard Clark) that terrorist activity should be closely monitored in that it would be one of the biggest problems Bush would face. The Idiot Prince appointed a committee to oversea terrorist activity headed up by Cheney which never met !!! Ergo 9/11 occurred.

The Bush administration then plunged this country head long into 2 very unnecessary wars thereby bankrupting our economy (just as Bin Laden counted on him to do). He then provided 2 different tax cuts to the wealthy which resulted in the worst job growth record of any president going back to Herbert Hoover. It also robbed our treasury of badly needed revenues. Then he & his party put in a drug program that was totally unpaid for into effect further increasing our debt. For good measure he continued the deregulation of private industries. This lack of oversight led directly to the Wall Street movers & shakers plunging the country into a near depression by the late summer of 2008.

This was the situation the Obama administration was faced with upon taking office. Unemployment was soaring & the economy was losing 700,000 jobs/month. President Obama immediately turned the tables to the point where we have now had 26 straight months of positive job creation numbers. To accomplish this much he needed to infuse federal $s into the economy (Job Stimulus Bill, remember ?) The problem was he could not get a larger stimulus bill thru the obstructionist Republican congress. This lack of Congressional cooperation has hampered our recovery rate. It is a proven fact that when an economy is in such bad shape that an inadequate amount of jobs are being created it is the Government who must be then employer of last resort. It is what FDR did in the 1930′s to get this country out of the first Great Republican Depression.

Now with a desperate need for additional revenues to create even more jobs etc. your Republican Fascists refuse to pass the job creation bill proposed by the administration. They refuse to raise taxes on the wealthy supposedly because they are the job creators when, in reality, it is the consumer creating demand for goods & services who are the job creators. They refuse to create tens of thousands of jobs by failing to pass bills that would begin to fix the crumbling infrastructure existing in the USA. They refuse to let the tax cuts expire for the top !% when these cuts have done nothing but increased our deficit while not providing the jobs we so desperately need. They refuse to cut unnecessary military spending that even the Pentagon is in favor of. They also are willing to continue to allow health care costs continue to soar out of control while at the same time standing by idly while more & more of our citizens die unnecessarily every year.

You say you feel afraid for your daughter if we don’t restore the greedy corrupt & incompetent Republicans to power ? As we speak they are looking to cut up to $1,000.00 in financial aid for college students. All this is just the tip of the iceberg of Republican mismanagement, corruption & incompetence. So please take this in the best way when I request you go out, take your head out of your ass & research to become an informed intelligent voter. Deal ? No I suppose not.

The Republican base isn’t big enough to carry an election by itself. That can only happen if the Democrats stay home and I don’t think they will this election.The Tea Party mistook the anger over the economy as a mandate to radically alter the landscape, which it wasn’t. When the GOP lost Olympia Snowe that was handwriting on the all that the Tea Party Twerps have gone too far. They want anyone who disagrees with them to get back into line and obey. They want anyone who dares think for themselves to be brainwashed into their hardliner, extremist ideology.

Ryan’s Budget, just like the GOP sudden support of funding for small businesses is just another tax break for the 1% and businesses who are anything but small. Any small business owner of a Mom and Pop shop will end up with a few hundred dollars and as usual, the so-called small businesses the GOP hide with more than 500 employees are the ones who will profit in the tens of thousands.

There isn’t a right wing Republican who can’t manipulate budgets to the advantage of their rich butt cronies. When we get good and tired of being the sole support of the 1% and Big Business 51st Nanny state, then and only then will the Tea Party GOP twerps get it. It has to hurt their bank accounts before it makes any difference to them.

Totally Democrat here! I could not have said that prior to the “W” years. But, the GOP just does not stand for a caring, equitable society anymore. They are full of mean-speak and their goal is simply to protect the very rich—to the detriment of everyone else. For America to prosper, we need an enlarged Middle Class. An America with health care NOT beyond people’s financial reach and a strong educational system. We need a REAL energy policy (I like the notion of “all of the above”) that respects conservation, investment in infrastructure and an embrace of diversity. America needs to make plans for a changing, modern world. (At this point we are regressing). You don’t hate people for who they are–but you do demonize or punish bad acts and bad behavior from all “classes” of people.

See…the trick here is “a neutral description” and a “balanced debate”. Any idea how to make that happen? I propose that the heated rhetoric, “talking point” debate presentations, and “sound bite” advertising control the elections. … a situation made even worse since “Citizens United”. Whichever side has the best “Mad Men” will win elections. For this situation to change, the American public has to be willing to actually understand the issues. In my experience, most people really don’t either have the time or the inclination to truly understand policy issues. I am deeply worried about this country.

I am only deeply worried if the Republicans get in. Going by their policies, if you are not a member of the 1%, you will be homeless, starving and have no healthcare or medicare, medicaid! And single women with small children and the elderly will be the hardest hit!
If Romney thinks putting his wife out there to campaign is gonna get the sympathy of women, they are sadly mistaken! We all see what a privledged life she has had! He hasn’t. The government has. If you research a little, you will find that Bush programs drive over 40% of current deficits. It;’s not like every dollar spent when one becomes president is attributable to that president. we are still paying for the Bush tax cuts and both his wars. Add to that the Bush Medicare program which includes a clause that forbids the government to negotiate better prices (nice one) and you have a large portion of the current spending and deficits. You have to be a little more informed. The comments that this president has spent more than any other are simply uninformed statements.

I agree that what he says should be the way it plays out, but I do not have that much faith in much of the American electorate to think that deeply about the issues. I fear the emotional voters who always vote emotionally and against their own best interests. There are enough of them in the key states electorally speaking that could give this election to Romney.

This is why it is better for Obama to hit Romney on his “marvelous” comment about the Ryan plan than to focus on the Buffett Rule. Totally Democrat here! I could not have said that prior to the “W” years. But, the GOP just does not stand for a caring, equitable society anymore. They are full of mean-speak and their goal is simply to protect the very rich—to the detriment of everyone else. For America to prosper, we need an enlarged Middle Class. An America with health care NOT beyond people’s financial reach and a strong educational system. We need a REAL energy policy (I like the notion of “all of the above”) that respects conservation, investment in infrastructure and an embrace of diversity. When responsible congressmen & women try to take care of these issues they are criticized and voted down, and the problems grow worse, making it even harder to fix down the road.

The whole debate around the National Debt has as its’ propagandized basepoint that the tax and spend Democrats are the primary cause of the ND. The specifics are all right here: It Was the Republicans. So, let’s add up the debt under Reagan and the Bushes. We can’t blame Reagan for the debt’s increase until his first budget took effect, October 1, 1981. Then, for 12 years until Sept. 30, 1993, the Republicans ballooned the debt. Later, George W. Bush took over.
Under Reagan and Bush: $3.4 Trillion increase in the debt.
Under George W. Bush: $6.1 Trillion.[1]
Total: $9.5 Trillion. (without counting interest)

The debt went up during Clinton’s years only because of $2.2 Trillion interest on the Reagan-Bush debt. Otherwise Clinton would have paid off most the remaining WWII debt. G.W.Bush got sand-bagged by Reagan.

Just like a mortgage, the debt earns interest, and so the Reagan-Bush-I debt grew during the Clinton years. The average debt interest rate in those years was about 6.5%, which would increase it over 50% without compounding, but with compound interest the total debt – including interest – increased by $2.2 trillion.

Over the last forty years, Republicans have controlled the government for twenty eight years and have added 7.7 Trillion dollars to the National Debt, not counting interest charges. A little over 34 million jobs were added in our non-socialist economy during those Republican years. On the other hand, Democrats have controlled the government for only twelve years and have added 1.7 Trillion dollars to the National Debt. However, the same number of 34 million jobs were added in our non-socialist economy during those Democratic years. Remember Bill Clinton’s campaign slogan –”It’s the economy Stupid”, and how he fixed it, and left the White House with budget surpluses projected for ten years in the future? Dear misguided lynnedwin, there are only three ways to feed the engine which drives our economy:

(1) Capital investment – Unfortunately, the capitalists have been sitting on about 4 trillion in cash, holding it in abeyance so that the economy remains stagnant up until November. They’re hoping that, in so doing, they’ll be able to thwart Obama’s re-election and install one of their own in the White House. I’m referring to Mitt Romney, of course (and God help us if that moron somehow wins in November).

(2) Consumer spending – Unfortunately, 8 years under the Bushwhacker has left 99% of us all tapped out. We’ve got nothing left to spend and the bankers, by and large, aren’t lending.

(3) Government spending (or stimulus, if you prefer) – Unfortunately, the stimulus programs undertaken by our government these past four years were somewhat less than effective (the first by Bush, because it was mismanaged, and the second by Obama because it was not bold enough).

So, if businesses aren’t investing in our economy, and the peasants aren’t filling the malls, the Government has to keep spending in order to keep us from falling back into recession. It ain’t rocket surgery, Darlin’.

Now, if you look all around your posts, you may notice that everyone else is ridiculing what you’re saying. What’s it gonna take to bring you to the realization that you’re on the wrong side of the argument?

Here’s the bottom line: if you’re a country-clubber or a religious nut, then by all means, vote Repugnican this November – they’re your kind of people. On the other hand, if you hold out any hope for your daughter to eventually get her piece of the rock, then you’d better wise up. I’ve got a daughter, too – and two grandkids. In my little town in Maine, it’s clear that a lot of the people who consistently vote Republican and see themselves as Tea Party types have a myopic vision of the rest of society. Many are on various forms of public assistance, food stamps, TANF, Medicare and Medicaid, or have no insurance at all and are treated in emergency rooms at taxpayer expense, yet they see the offenders as “them other people”, blacks, Indians, Mexicans, “people from away” of one sort or another. My neighbors have earned their benefits somehow, I guess , and it’s lazy people from the big cities who are the problem. And those gay, flag-burning Mexicans, all eight or nine of them in this state. Still more insane is that they look at Romney and see a well groomed Prince, someone who “made it” and perhaps they can attach their own lives to his nebulous, shining star, this cartoon masquerading as a human, and that maybe he will help them. At first glance you would assume that the title of the article would be a given. Certainly any sentient being would agree that the mission of the Republicans since the 2010 election when added to Ryan disaster of a plan should put the House up for grabs. I certainly hope so, but I’ve been around for a long time and I’ve lost my ability to trust in the good judgement of the electorate. Far too many of our fellows are living in a fantasy land of fear and distrust of our precious institutions. Franklin was once asked what kind of government we had and he replied ‘a republic, if we can keep it.’ To keep that republic we need voters to pay attention to facts, not factoids. More importantly we need to elect people into office who truly wish to govern. For three decades we’ve been sending people to Washington who’ve made it clear that they dislike government, believe government is the problem and blah, blah…blah. It would also impose severe cuts in non-defense discretionary programs—much deeper than the across-the-board cuts (“sequestration”) that are scheduled to take place starting in January — thereby putting core government functions at still greater risk. I simply want to reduce it to the size where I can drag it into the bathroom and drown it in the bathtub.” The CBO report suggests that other than for Social Security, defense, and health, Chairman Ryan has a similar vision.

Yet alongside these extraordinary budget cuts, with their dismantling of key parts of the safety net, the budget features stunning new tax cuts for the wealthiest Americans. These tax cuts would come on top of the average tax cut of more than $125,000 a year that the Tax Policy Center (TPC) estimates that people who make over $1 million a year will receive if — as the Ryan budget also proposes —policymakers make all of President Bush’s tax cuts permanent.

In fact, TPC reported yesterday that the four major new tax cuts in the Ryan plan…would cost $4.6 trillion in lost federal revenue over the next ten years…All four revenue-losing measures would disproportionately benefit wealthy Americans.
